2006 Benefits: "Balance is Better"
We are excited to introduce Balance is Better, a new campaign to promote smart choices and introduce some fun elements to benefits and savings/retirement communications. You will be encouraged to look beyond the listings of premiums and co-payments and examine which benefit plans most effectively suit their needs.
For the fourth year, we are maintaining our overall health and group benefits strategy and programs. However, we have focused on five areas to help control costs and support consumerism behaviors:
Smart Care Program Plan Design -
- A Smart Care Value Plan with a higher deductible ($1,500 individual / $3,000 family) will be introduced for 2006. This option is for employees who don't expect to need to use many medical plan benefits and are looking for a lower cost option while still having coverage in case of an unexpected major medical expense.
- Rider Plan - The $15 copay for in-network office visits and services will be eliminated in 2006. Instead, the plan will pay 80% of covered charges after discounts - before the annual deductible. Employees will pay the remaining 20% of covered charges, no deductible. In some cases, employees will end up paying less than $15.
- All Smart Care plans will pay less (25% instead of 40% of the cost) when a participant uses out-of-network providers.
- There will be a new pharmacy benefit manager to provide additional savings and convenience on prescription drugs.
Network Management - Many markets will experience a change in third-party administrators for 2006 due to the RFP process.
Disease Management - This program, available to all Smart Care and EPO plan participants, provides assistance in managing chronic conditions such as asthma, cancer, cardiac, coronary pulmonary disease, diabetes and lower back pain.
"Less Paper" Enrollment - The "Less Paper" approach, piloted in 2004, will be expanded to approximately 110,000 participants. The enrollment kit these employees receive will include condensed materials and instructions for enrolling and obtaining additional information online.
Employee Health Assistance Fund - The EHAF helps employees who need financial assistance obtaining healthcare coverage. The fund provides free coverage for eligible employees who select the least expensive plan available (excluding the new Smart Care Value Plan). Employees are eligible to receive a zero-cost medical deduction on their paycheck if their gross annual family income is at or below 200% (or 2 times) the Federal Poverty Guidelines. Employees will receive an EHAF application and instructions in their annual enrollment packet.
